People in Need (PIN) is hiring a Project Quality, Reporting and Implementation Advisor in Luanda, Angola. The one-year role supports the PARS Angola project, focusing on project cycle management, implementation monitoring, donor reporting, documentation, compliance and operational coordination.

PARS Angola is a five-year project funded by the Global Environment Facility (GEF) and implemented by PIN in partnership with the Angolan Ministry of Environment and UNIDO. The programme focuses on climate adaptation, resilience, innovation, technology transfer and private-sector-led solutions supporting Angolan MSMEs.

Key Responsibilities

The Advisor will support project planning and coordination, maintain implementation trackers, monitor deadlines and risks, and help prepare coordination and review meetings.

The role also involves coordinating donor reports, consolidating technical inputs, checking reported results against monitoring evidence, supporting quality assurance and maintaining documentation of achievements and lessons learned.

Additional duties include monitoring implementation against project plans, following up on corrective actions, supporting procurement planning and documentation, and contributing to project knowledge products and learning.

Qualifications and Experience

Applicants should have:

  • At least 5 years of relevant professional experience in project/programme management, reporting, programme quality, MEAL or a related area.
  • Experience with donor-funded projects, preferably large institutional programmes.
  • Strong written and spoken English and Portuguese.
  • Experience preparing high-quality donor narrative reports.
  • Knowledge of project cycle management, work planning, monitoring and risk management.
  • Strong analytical, drafting and editing skills.
  • Advanced MS Office skills, especially Word, Excel and PowerPoint.
  • Willingness to travel within Angola when required.

Experience with UN agencies, GEF-funded programmes, climate adaptation, MSME development or green entrepreneurship would be an advantage.

Salary and Benefits

The advertised salary is EUR 2,900–3,300 super gross per month, depending on experience. Additional benefits include a EUR 1,440 monthly subsistence allowance, accommodation or a housing allowance, 25 days of annual holiday, travel support, visa and vaccination costs, health insurance and professional development opportunities.
