Overview

The United Nations Development Programme (UNDP) is recruiting a Monitoring and Evaluation Analyst (NPSA-9) to support its Just Energy Transition (JET) Portfolio and Environment, Energy and Climate Change (EECC) Cluster in Moldova. This role focuses on strengthening data systems, evaluating programme impact, supporting evidence-based decision-making, and integrating gender and sustainability into all reporting and learning activities.

This is a full-time national position, open to all external applicants (Tier 3). The contract is issued under a National Personnel Service Agreement (NPSA) for 12 months, renewable based on performance and funding.

About the Programme: Just Energy Transition (JET) in Moldova

UNDP’s Accelerating a Just Energy Transition Programme (2023–2027) helps Moldova strengthen energy security, expand access to renewables, reduce vulnerability, and design equitable climate resilience solutions. It aligns with national plans including:

  • National Development Strategy “European Moldova 2030”
  • National Integrated Energy and Climate Action Plan
  • Paris Agreement and European Green Deal

The Monitoring and Evaluation Analyst supports evidence generation across this portfolio.


Key Responsibilities

Supporting Monitoring and Evaluation Frameworks

  • Provide analysis and proposals for JET and EECC evaluations.
  • Update monitoring systems, results indicators, and risk frameworks.
  • Ensure compliance with UNDP evaluation standards.
  • Contribute to UNDAF/CPD reviews and the SDG monitoring framework.

Managing Results-Based Monitoring

  • Draft and review Terms of Reference for evaluations.
  • Guide project teams on evaluation policies and methods.
  • Support management responses and track implementation of recommendations.
  • Contribute to corporate reporting, including ROAR.

Knowledge Management & Learning

  • Manage the EECC e-filing system and dashboards (including PowerBI).
  • Lead lessons-learned documentation and knowledge products.
  • Organize training workshops, capacity-building sessions, and sense-making events.
  • Support Steering Committee meetings and knowledge exchange activities.

Gender Monitoring Oversight

  • Ensure gender targets, indicators and commitments are integrated and tracked.
  • Support the implementation of the Country Office Gender Strategy.
  • Facilitate training on gender mainstreaming.

Collaboration and Compliance

  • Work under the JET Programme Manager and coordinate with project teams.
  • Uphold UNDP rules, regulations, and ethical standards.
  • Apply human rights-based and gender equality principles.

Required Qualifications

Education

You must have one of the following:

  • Master’s degree in Social Sciences, Statistics, Environmental/Energy Sciences or related field
    OR
  • Bachelor’s degree + 2 additional years of relevant experience

Experience

  • 2 years (with Master’s) OR 4 years (with Bachelor’s) in monitoring, evaluation, data analysis, knowledge management or reporting within development projects.
  • Proficiency in MS Word, Excel, online management platforms, and data systems.

Desired Skills

  • M&E frameworks and evaluation tools
  • Portfolio-level M&E experience
  • Experience with government, NGOs, academia, donors or UN agencies
  • Knowledge of UNDP project systems and policies

Language Requirements

  • English (required)
  • Romanian (required)
  • Russian (required)
  • Knowledge of languages used in Moldova (Bulgarian, Gagauzian, Romani, Ukrainian, sign language) is an asset.

Certifications

  • Training in project management or business administration is an advantage.
