The Project Officer will play a key role in implementing the Transforming Food Resilience in Kachin project — a community-driven initiative designed to:
- Strengthen climate resilience and food security.
- Advance gender equality, inclusion, and disaster preparedness.
- Promote resilient agricultural practices, improve market access, and establish locally led early warning systems for climate-related risks.
This project focuses on collaboration with local organizations, women’s groups, agriculture cooperatives, and private sector partners to build sustainable, inclusive agri-food systems that empower communities affected by conflict and climate challenges.
Job Purpose
The Project Officer will work under the supervision of the Programme Manager and in collaboration with local consortium partners to support technical assistance, coordination, reporting, and documentation of project outcomes. The role emphasizes capacity building, partnership strengthening, and ensuring that gender justice and inclusion are embedded across all project activities.
The position also requires coordination with Oxfam’s Just Climate and Sustainable Livelihoods Programme Team to ensure knowledge sharing and programme synergy.
Key Responsibilities for Oxfam Project Officer
1. Partnership Management and Project Coordination
- Support day-to-day coordination with consortium partners on planning, implementation, and monitoring of project activities.
- Organize review meetings, joint events, and learning workshops.
- Strengthen relationships with civil society organizations (CSOs) and local stakeholders.
- Assist in preparing progress reports, monthly/quarterly updates, and financial monitoring.
- Identify capacity-building needs and deliver coaching or training sessions for partner organizations.
- Ensure gender and inclusion principles are integrated into all project activities.
2. Monitoring, Evaluation, Accountability, and Learning (MEAL)
- Collaborate with the MEAL Coordinator and project partners to organize quarterly reviews and outcome monitoring sessions.
- Conduct field visits for activity monitoring and produce reports documenting findings and lessons learned.
- Support the integration of evidence-based learning into programme design and delivery.
3. Networking and Representation
- Represent Oxfam in relevant coordination meetings, workshops, and networks related to agriculture, climate resilience, and natural resource management.
- Stay updated on sectoral trends and share relevant insights with project teams.
4. Safety, Security, and Safeguarding
- Adhere to Oxfam’s safety and security protocols in all work environments.
- Promote a safeguarding culture, ensuring all activities protect the dignity, rights, and safety of individuals and communities.
- Immediately report any safeguarding or conduct concerns as per Oxfam’s Code of Conduct.
5. Organizational Learning and Collaboration
- Contribute to cross-programme learning across Oxfam Myanmar.
- Uphold Oxfam’s principles of equity, diversity, and gender justice.
- Support emergency response efforts when required.

- University degree in agriculture, rural development, or a related field.
- At least 5 years of experience in programme implementation, including livelihoods, climate resilience, value chain development, or natural resource management.
- Demonstrated experience in local economic development, agroecology, water conservation, and rights-based programming.
- Proven ability to work effectively with Myanmar NGOs, CSOs, and multi-partner consortiums.
- Strong project management, analytical, and communication skills.
- Fluency in Burmese and English (spoken and written).
