Concern Worldwide is recruiting a Monitoring, Evaluation, Accountability and Learning (MEAL) Manager in El Geneina, Sudan. The role will lead MEAL systems across the Sudan programme, covering monitoring, assessments, evaluations, accountability, learning, data quality and programme improvement.

Background & Job Description

The MEAL Manager will design and implement MEAL systems that support programme quality, learning and accountability across Concern’s Sudan programme.

The position reports to the Programme Quality and Development Coordinator and will manage MEAL staff across Concern’s locations. The role also works closely with programme leadership, area teams, programme managers and grants staff.

Key Responsibilities

The successful candidate will:

Develop and implement country and grant-level MEAL plans.
Establish MEAL systems, tools, databases and processes.
Monitor programme indicators, targets, outcomes and impact.
Oversee data collection, quality assurance, analysis and reporting.
Lead needs assessments, baselines, evaluations and impact assessments.
Conduct field monitoring and provide evidence-based recommendations.
Maintain Feedback, Complaints and Response Mechanisms.
Ensure accountability and feedback inform programme adaptation.
Lead learning, reflection and knowledge-management activities.
Provide MEAL input into proposals, programme design and grant development.
Support donor reports and programme documentation.
Manage, train and develop the country MEAL team.
Build MEAL capacity among programme teams and local partners.
Represent Concern in relevant MEAL and technical coordination forums.

Qualifications and Experience

Applicants should have a Master’s degree in Statistics, Development Studies, Business Administration, Monitoring and Evaluation, or another relevant discipline focused on M&E and research methods.

The role also requires:

At least five years of experience managing and implementing M&E systems within INGOs.
Experience in Health, Nutrition, Cash & Voucher interventions, Food Security and Livelihoods, and emergency response.
Experience conducting qualitative and quantitative assessments and evaluations.
Strong analytical and data interpretation skills.
Experience providing technical assistance, training and capacity building.
Experience managing teams across different locations.
Experience preparing donor funding proposals and reports.
Excellent written and spoken English.
Arabic is an advantage.
Ability to work under pressure and manage competing priorities.

Salary and Working Conditions

The advertised salary is €42,136–€46,818 under the GB5 salary grade.

The position is based in El Geneina, Sudan, with extensive travel potentially required, including to conflict-affected and remote areas. The successful candidate must be prepared to work under challenging security and logistical conditions in accordance with organisational security procedures.
