Monitoring Evaluation and Learning Coordinator – NRC

The Norwegian Refugee Council (NRC) is seeking a Monitoring Evaluation and Learning Coordinator to support humanitarian programmes in Libya. The position is open to Tunisian and Libyan national staff and can be based in Tunis, Tunisia, or Tripoli, Libya.

NRC’s Country Office in Tunis supports Area Offices in Tripoli and Benghazi, delivering humanitarian programmes in areas including shelter and settlements, education, and protection.

The MEAL Coordinator will help strengthen monitoring, evidence, accountability and learning systems across NRC programmes.

Key Responsibilities

The role includes:

Coordinating and adapting MEAL systems, standards and procedures.
Providing technical supervision and guidance to MEAL staff and programme teams.
Supporting MEAL SOPs, tools and system harmonisation.
Reviewing theories of change and logframes during programme design.
Supporting assessments and outcome monitoring.
Ensuring monitoring and evaluation findings inform learning and programme adaptation.
Building the capacity of partners and programme teams.
Providing rapid MEAL support during emergency responses.
Managing and supporting MEAL staff.

Qualifications and Experience

Applicants should have:

At least 3 years of MEAL experience.
At least 2 years in a managerial position with an international NGO.
Experience in emergency or post-conflict settings is preferred.
A Bachelor’s degree in Statistics, Information Systems Management, Social Sciences, Development Studies or a related field.

Candidates without a degree may be considered with 5+ years of relevant experience, according to the vacancy information.

Applicants should also have knowledge of MEAL principles, quantitative and qualitative methods, data analysis and mobile/online data collection systems.

Experience working with the UN system, INGOs, donors and local authorities is also required. Working knowledge of English is required.
