Overview

UN Women has opened applications for a Monitoring and Evaluation Specialist (IPSA-11) on a home-based, international contract. The role sits within the Women’s Peace and Humanitarian Fund (WPHF) Secretariat and focuses on strengthening results-based management, monitoring, evaluation, and reporting across global peace, security, and humanitarian programmes.

This is a 12-month full-time International Personnel Service Agreement (IPSA-11) opportunity, ideal for senior M&E professionals with strong experience in UN-hosted pooled funds, RBM systems, and gender-responsive evaluation.

The Women’s Peace and Humanitarian Fund (WPHF) is a UN-civil society partnership that supports women-led and women’s rights organizations in peacebuilding and humanitarian response. Active in 44 countries, WPHF has supported more than 1,200 civil society organizations since 2016.

UN Women hosts the WPHF Secretariat, which is responsible for strategy, resource mobilization, global monitoring, evaluation, and reporting.


Key Responsibilities

1. Global Monitoring, Evaluation & Reporting

  • Provide technical leadership and quality assurance on global M&E and results-based reporting
  • Contribute to WPHF Strategic Plan 2026–2029 results frameworks and operational guidance
  • Lead global CSO surveys and maintain the WPHF Index
  • Manage and update the Management Information System (MIS)
  • Support donor and board reporting, briefs, and data visualization
  • Ensure effective use of UN Women corporate systems (PRISM, Quantum)

2. Support to Country Offices and Partners

  • Provide guidance to Country Offices and Management Entities on M&E planning
  • Strengthen CSO capacity in Results-Based Management (RBM) and reporting
  • Support partner project documents, monitoring plans, and evaluations

3. Corporate-Level Reporting and Data

  • Contribute to UN Women Strategic Plan reviews and Mid-Term Reviews
  • Act as Indicator Manager for UN Women’s Integrated Results and Resources Framework (IRRF)
  • Support Executive Director’s Annual Report (EDAR) and Transparency Portal reporting

4. Knowledge & Capacity Building

  • Develop M&E training materials and tools
  • Deliver webinars and capacity-building sessions via WPHF Global L-HUB
  • Promote feminist and gender-sensitive monitoring and evaluation approaches

Eligibility Requirements

Education

  • Master’s degree in Development Studies, Social Sciences, Statistics, Public Administration, Gender, Political Science, or related field
  • A bachelor’s degree with two additional years of relevant experience may be accepted

Experience

  • Minimum 7 years of responsible experience in development cooperation or related fields
  • Proven experience in Results-Based Management (RBM) and results-based monitoring and reporting
  • Experience with UN-hosted pooled or multi-donor trust funds (required)
  • Experience providing M&E technical guidance at global, regional, and country levels
  • Strong experience with qualitative and quantitative data analysis
  • Experience using tools such as SPSS, NVIVO, Excel, and web-based data systems
  • International and inter-agency experience is desirable

Languages

  • Fluency in English: Required
  • French: Desirable
  • Other UN languages (Arabic, Chinese, Russian, Spanish): Asset
