The Capacity Building Officer supports:

Key Responsibilities
1. Planning and Implementing Climate Governance Activities
- Develop annual work plans and costed budgets.
- Coordinate daily implementation of project activities.
- Strengthen the National Climate Change Commission (NCCC) and its Secretariat.
- Support development of procedures, tools, reporting mechanisms, and interministerial coordination frameworks.
2. Research, Data, and Technical Analysis
- Lead vulnerability assessments, climate modelling, and cross-sector studies.
- Integrate gender and social inclusion into all research outputs.
- Ensure compliance with IPCC-aligned methodologies.
3. Capacity Building and Knowledge Management
- Establish climate knowledge systems and training programmes.
- Support development of climate budget tagging (CBT).
- Facilitate study visits, learning events, and workshops.
- Produce knowledge products, policy briefs, and case studies.
- Strengthen climate governance curricula in academic institutions.
4. Multi-Stakeholder and Institutional Engagement
- Build partnerships with ministries, LPAs, academia, civil society, and the private sector.
- Coordinate NCCC Working Groups.
- Maintain stakeholder networks and support resource mobilization efforts.
5. Monitoring, Reporting, and Evaluation
- Update indicators, baselines, and progress tracking tools.
- Prepare narrative and financial reports for UNDP and donors.
- Conduct field visits and risk monitoring.
- Document lessons learned and best practices.
Eligibility Requirements
Education
Applicants must meet one of the following:
- Master’s degree in Public Administration, Economics, Environment, Climate Change, or similar field plus 2 years of experience.
- Bachelor’s degree in the same fields plus 4 years of relevant experience.
Experience
Required:
- Experience implementing climate change or environmental programmes.
- Proven project management and coordination experience.
- Proficiency in MS Office, databases, and web-based management systems.
Desired:
- Experience in capacity building and institutional strengthening.
- Work with public sector institutions in Moldova.
- Experience supporting inter-sectoral climate coordination.
Languages
- Fluency in Romanian and English (mandatory).
- Knowledge of Bulgarian, Gagauzian, Romani, Ukrainian, or sign language is an asset.
