About the UNDRR Programme Management Role
The United Nations Office for Disaster Risk Reduction (UNDRR), established in 1999, is the UN’s lead agency for coordinating global disaster risk reduction (DRR) efforts. It is responsible for monitoring and implementing the Sendai Framework for Disaster Risk Reduction 2015–2030, which seeks to minimize losses from disasters by promoting proactive risk management, climate resilience, and sustainable development.
UNDRR works with governments, civil society, the private sector, and international institutions to strengthen early warning systems, improve risk governance, and foster resilient communities.
The Caribbean region, due to its high exposure to multi-hazard risks—including hurricanes, floods, earthquakes, and volcanic activity—requires comprehensive, data-driven risk assessments to strengthen regional preparedness and response mechanisms.
Result of Service
The primary outcome of this consultancy is to deliver a technical report containing a Systemic Risk Assessment for various Caribbean countries.
The report will:
- Present multi-hazard risk scenarios for six nations: Antigua and Barbuda, Barbados, Trinidad and Tobago, Guyana, Haiti, and Suriname.
- Assess hazard exposure, vulnerability, and cascading effects across sectors.
- Provide actionable recommendations for multi-hazard early warning systems.
- Support evidence-based policy decisions to enhance regional resilience.
This deliverable will form a core part of the Climate Risk and Early Warning Systems (CREWS) Caribbean 2.0 Initiative, designed to strengthen disaster preparedness and systemic risk understanding across the region.

Duties and Responsibilities
Under the supervision of the Risk Knowledge Officer at the UNDRR Regional Office for the Americas and the Caribbean (ROAC), the consultant will undertake the following:
1. Conduct Desk Research
- Analyze existing data on hazards, exposure, and vulnerability in the Caribbean region.
- Review quantitative and prospective risk assessments from governments, agencies, and research institutions.
2. Develop Multi-Hazard Risk Scenarios
- Create at least three (3) comprehensive risk scenarios for each selected country (Antigua & Barbuda, Barbados, Trinidad & Tobago, Guyana, Haiti, and Suriname).
- Integrate cross-sectoral dependencies, secondary impacts, and cascading effects in the analyses.
- Prioritize hazards representing different types (e.g., climatic, geological, hydrological) with adequate lead time for early warning systems.
3. Produce a Technical Report
- Compile findings into a detailed Systemic Risk Assessment Report.
- Include methodology, results, and policy linkages between risk analysis and early warning systems.
- Recommend strategies for improving risk governance and resilience planning in Caribbean nations.
4. Support Knowledge Sharing and Coordination
- Liaise with national and regional stakeholders.
- Contribute to presentations, meetings, and knowledge-sharing workshops organized by UNDRR and CREWS partners.
Qualifications and Experience
Education
- An advanced university degree (Master’s or equivalent) in:
- Disaster Risk Reduction
- Environmental Engineering
- Catastrophe Risk Assessment
- Statistics
- Geospatial or Climate Science
- Other related disciplines
Experience
- Minimum 10 years of relevant professional experience in:
- Risk management or systemic risk analysis
- Climate resilience and disaster preparedness
- Multi-hazard early warning systems
- Exposure and vulnerability mapping
- Proven record of collaboration with national or regional stakeholders in disaster management, risk modeling, or climate adaptation projects.
- Experience working with or for UN agencies, government ministries, or international organizations is highly desirable.
- Familiarity with Caribbean risk assessment frameworks and regional disaster governance systems is an asset.
Languages
- Fluency in English is required (read, write, and speak).
- Working knowledge of Spanish is desirable.
- Knowledge of French or Creole is an added advantage, given the linguistic diversity of the Caribbean region.
