About the Project – Pathways to Cybersecurity in the Pacific

The Pathways to Cybersecurity in the Pacific (PCP) initiative aims to enhance cybersecurity capacity and workforce readiness in Pacific Island Member States. Supported by the Government of Japan and ITU’s ICT Development Fund, the project focuses on developing a certified cybersecurity training programme and professional opportunities for early-career professionals in the Pacific region.

The project is implemented in three phases:

  1. Foundations of Cybersecurity (Pre-training)
  2. Certified Cybersecurity Capacity Building Programme
  3. Work Experience Placement and Cybersecurity Community Creation

Position Overview

The Junior Cybersecurity Consultant will support the implementation and monitoring of the PCP project, ensuring the effective coordination of its three phases. This includes training follow-up, stakeholder engagement, data collection, and project reporting.

The consultant will work closely with the ITU Regional Office for Asia and the Pacific, ITU Headquarters, and partner organizations across the region.


Key Responsibilities

Under the supervision of the Regional Director and in collaboration with ITU’s cybersecurity specialists, the consultant will:

  • Support implementation of the PCP project, particularly Phases 1 and 2 (training delivery and follow-up).
  • Collaborate with the Project Manager and Cybersecurity Consultant to deliver the Phase 3 cohort engagement strategy.
  • Monitor cohort progress using digital tools and data dashboards.
  • Assist in project reporting, documentation, and close-out procedures.
  • Conduct research and policy analysis on cybersecurity trends in Asia and the Pacific.
  • Liaise with regional and headquarters focal points, attend coordination meetings, and contribute to regular reporting.
  • Submit monthly progress reports summarizing key achievements, challenges, and next steps.

Required Qualifications

Education

  • University degree in cybersecurity, telecommunication, computer science, information technology, social sciences, or a relevant discipline.
  • A Master’s degree or higher qualification is an advantage.

Experience

  • Minimum one year of experience in cybersecurity, ICT policy, or related areas.
  • Experience working on donor-funded or international projects is desirable.
  • Familiarity with the Pacific region’s digital landscape is an advantage.
  • Advanced degrees may substitute for one year of professional experience.

Technical Skills

  • Strong understanding of cybersecurity capacity-building and digital training programmes.
  • Experience monitoring or supporting regional ICT projects.
  • Proficiency in data analysis, reporting, and virtual collaboration tools.

Languages

  • Fluency in English (required).
  • Knowledge of Pacific Island languages or another UN language (French, Spanish, Arabic, Russian, or Chinese) is desirable.
