About the Role

The Green Digital Transformation Consultant will work under the Climate Change and Emergency Telecommunications Division, supporting the implementation of ITU’s green digital transformation projects.

These initiatives focus on:

  • Monitoring and reducing the ICT sector’s greenhouse gas (GHG) emissions,
  • Developing digital net-zero transition plans,
  • Supporting climate-resilient digital infrastructure, and
  • Enhancing data reporting and visualization on ICT energy and emissions performance.

Beneficiary countries include nations across Africa, Asia and the Pacific, and the Americas.


Key Responsibilities

Under the guidance of the Climate Change Officer, the consultant will:

  • Facilitate workshops and capacity-building sessions with national ICT regulators and stakeholders on environmental data reporting and sustainability metrics.
  • Develop digital net-zero transition plans, ensuring alignment with national climate policies and ITU frameworks.
  • Maintain and update data visualization dashboards tracking the ICT sector’s climate footprint.
  • Conduct national needs assessments to identify data gaps and capacity requirements.
  • Research and analyse GHG emissions, energy consumption, and climate commitments across ICT sectors globally.
  • Support the development of online learning modules for the ITU Academy on sustainable digital transformation.
  • Organize stakeholder and steering meetings to track project implementation.
  • Prepare technical reports and mission summaries documenting key findings and recommendations.

Expected Deliverables

  • Updated data dashboard for monitoring ICT climate indicators.
  • Draft digital net-zero transition plans ready for stakeholder validation.
  • Technical studies on ICT GHG emissions, energy use, and climate resilience.
  • Structured learning materials for ITU Academy courses.

Qualifications and Competencies

Education

  • University degree in Environmental Science, Engineering, Sustainability, or related disciplines.
  • An advanced degree (Master’s or PhD) in a related field is an advantage.

Experience

  • Minimum of 7 years of progressively responsible experience in:
    • Climate change and sustainability,
    • ICT sector environmental assessment, or
    • Green digital transformation.
  • At least 3 years of international experience working with governments or multilateral organizations.
  • Demonstrated experience in:
    • GHG emissions monitoring and reporting,
    • Sustainability strategy development, and
    • Capacity-building for climate action.
  • Experience with data visualization tools and digital infrastructure resilience is a strong asset.
  • A doctorate may substitute for up to three years of professional experience.

Technical Competencies

  • Strong understanding of international climate data frameworks and ICT decarbonization practices.
  • Familiarity with ICT sustainability standards (e.g., ITU-T, ISO, GHG Protocol).
  • Proven ability to develop technical reports and deliver high-quality stakeholder training.

Languages

  • Fluent English (advanced level) required.
  • Knowledge of a second ITU language (Arabic, Chinese, French, Russian, Spanish) is desirable.
