About the Consultancy
This part-time WHO consultancy is designed for experienced professionals in public health, PHC systems, or health management, providing an opportunity to contribute to regional leadership training programs that strengthen health systems and accelerate progress toward Universal Health Coverage (UHC).
The consultant will play a central role in developing and implementing the Primary Health Care (PHC) Leadership & Management Training Program across several EMR countries — including Libya, Iraq, Jordan, Egypt, and Syria — to build the capacity of national health managers and policy leaders.
Purpose of the Consultancy
The main goal of this assignment is to provide technical support for the design, implementation, and evaluation of a comprehensive PHC Leadership and Management Training Program.
The program aims to:
- Develop a pool of certified national trainers capable of cascading PHC management and leadership training at all levels.
- Strengthen institutional leadership capacity in the region to drive PHC-oriented health reforms.
- Align national health systems with WHO’s global strategies for achieving Universal Health Coverage (UHC).
Background for WHO Research-Based Consultant
Many countries in the Eastern Mediterranean Region still operate under hospital-centric models, which limits the role and effectiveness of Primary Health Care (PHC). This approach creates inefficiencies and inequalities that hinder the realization of UHC.
In line with the Astana Declaration (2018), WHO emphasizes PHC as the foundation of resilient, equitable, and people-centered health systems. However, limited leadership and management training opportunities at the macro (policy), meso (district), and micro (facility) levels remain a key barrier.
The WHO EMRO initiative seeks to bridge this gap through the development of a Training of Trainers (TOT) Program, enabling Member States to institutionalize leadership development and scale PHC reforms effectively.
Key Deliverables
The selected consultant will be responsible for the following major outputs:
1. Leadership in Training Preparation
- Oversee and technically guide the Training Needs Assessment (TNA) process.
- Support curriculum adaptation and trainer preparation tailored to EMR countries.
2. Curriculum Development
- Develop and refine the PHC Leadership & Management Curriculum, ensuring alignment with WHO guidelines and regional priorities.
- Create practical training materials — case studies, guidance notes, and exercises — for adult learning environments.
3. Training Implementation
- Coordinate the Training of Trainers (TOT) with WHO Country Offices and Ministries of Health.
- Facilitate sessions and provide technical input during training workshops.
4. Reporting and Recommendations
- Prepare a final consultancy report summarizing:
- TNA results and insights
- Training rollout and outcomes
- Recommendations for program improvement and regional expansion

Education
- Master’s degree in one of the following fields:

Experience
- 5–10 years of relevant professional experience in:
- Health systems strengthening
- Primary Health Care leadership and management
- Capacity building in low- and middle-income countries
- Proven experience in:
- Facilitating training programs
- Conducting research and developing technical materials
- Project management and coordination
International Experience
- Prior experience working in international or intergovernmental organizations is a strong asset.
Technical Skills and Competencies
- Deep understanding of PHC systems and UHC implementation.
- Excellent facilitation, mentoring, and leadership training skills.
