About the Role

PAH has operated in South Sudan since 2006, working across areas including WASH, Shelter/NFI, Food Security and Livelihoods, Protection and Education.

The Head of Programmes will work with the Country Director, headquarters programme leadership, Grants, MEAL and support teams to ensure that programmes are relevant, technically sound, properly resourced and compliant with donor requirements.

Key Responsibilities

The successful candidate will:

Lead country programme strategy, quality and implementation.
Monitor programme performance, budgets and risks.
Lead funding pipelines, concept notes, proposals and budgets.
Oversee grant performance with Grants and Finance teams.
Support partnerships and consortia.
Manage and develop programme staff.
Build relationships with national and international partners.
Represent PAH with donors, government, UN agencies, NGOs and coordination groups.
Ensure compliance with PAH and donor requirements.
Promote safeguarding, PSEA and accountability to affected populations.

Qualifications

Applicants should have:

At least 7 years of humanitarian or development experience.
At least 5 years of field-based humanitarian programming experience.
At least 3 years as a Project Coordinator or Programme Manager.
At least 2 years in a Head of Programme or senior programme coordination role.
Experience managing multi-sector programmes in complex or emergency settings.
Fundraising, proposal development, donor management and budget oversight experience.
Experience with ECHO-funded programmes.
Strong MEAL, leadership and representation skills.
A university degree in International Development, Humanitarian Affairs, International Relations, Social Sciences, Public Health or a related field.
Excellent written and spoken English at C1 level or above.

Experience in South Sudan or East Africa, multi-location portfolios, consortia and localisation is desirable.
