The OSCE Mission to Moldova is seeking a Mission Spokesperson (S2) based in Chisinau, Moldova. This is a full-time international secondment at the S2 Senior Professional level, with a target start date of December 2026.

About the Role

Working under the supervision of the Deputy Head of the OSCE Mission to Moldova, the Mission Spokesperson will lead media and public communications activities, support outreach and manage the Mission’s social media and website presence.

The position also involves engagement with journalists, media monitoring, press events and projects related to media freedom and public outreach.

Key Responsibilities

The successful candidate will:

Draft press releases, statements, news items and media advisories.
Prepare and distribute daily news digests.
Develop and implement the Mission’s media strategy.
Monitor local and international media.
Handle interview requests from journalists.
Organize and conduct press conferences, media events and interviews.
Conduct outreach activities supporting the Mission’s mandate.
Manage projects related to media freedom and public outreach.
Coordinate with OSCE communications teams in Vienna.
Supervise media freedom monitoring and reporting.
Manage the Mission’s social media platforms.
Oversee the Mission’s website.
Participate in monthly security zone monitoring visits.
Supervise one mission member.

Qualifications and Experience

Applicants should have:

A first-level university degree in journalism, international relations, communications, public relations, media studies or a related field, or relevant professional certification.
At least 6 years of relevant professional experience.
At least six years of media and public affairs experience, including handling media enquiries and interview requests.
Excellent writing and editing skills.
Project management experience.
Strong analytical and interpersonal skills.
Knowledge of the historical and current political situation in the Mission area.
Professional fluency in English.
Working knowledge of Russian.
Experience managing social media platforms.
Knowledge of IT functions and relevant software.
Commitment to gender equality and the ability to work impartially with diverse teams.

Experience with an international organization, media legislation, Romanian language, digital photography or video is desirable.

Important Eligibility Requirement

This is an internationally recruited OSCE Mission position. Nationals and permanent residents of Moldova, the duty-station country, are not eligible for international mission member positions.

Candidates with multiple nationalities are also ineligible if they maintain citizenship or permanent residence in the duty-station country.

Salary and Benefits

The OSCE states that living expenses are provided through a Board and Lodging Allowance (BLA) of EUR 119 per day, subject to change.

Social benefits may include participation in the Cigna medical insurance scheme. Candidates should verify remuneration and benefit arrangements with their respective nominating authority.
