The World Bank Group is inviting applications for the Extended Term (E T) Consultant – Financial Management position based in Thimphu, Bhutan. This one-year consultancy offers experienced finance professionals the opportunity to support World Bank-financed development projects while contributing to public financial management reforms and governance initiatives across Bhutan.
The position forms part of the Governance Global Practice (GGP) within the World Bank’s South Asia Region and provides an opportunity to work alongside international development professionals on projects that promote sustainable economic growth and stronger public financial systems.
About the Position
The World Bank’s Financial Management (FM) Unit supports governments in strengthening public financial management systems, improving accountability, and ensuring the effective use of development resources.
The successful consultant will work closely with project teams, government counterparts, and development partners to provide financial management oversight and technical support for World Bank-financed operations.
Duty Station
- Location: Thimphu, Bhutan
Contract Duration
- Initial appointment of one year
- Renewable at the World Bank Group’s discretion
- Subject to the organization’s maximum three-year lifetime Extended Term (ET) appointment limit
Key Responsibilities
The selected consultant will:
- Oversee the Financial Management fiduciary work programme.
- Ensure the quality and timely delivery of financial management inputs.
- Coordinate work planning and staff allocation.
- Represent Financial Management in key meetings and project discussions.
- Assess the adequacy of financial management systems for World Bank-financed projects.
- Supervise project financial management implementation.
- Provide technical advice to borrowers and World Bank Task Teams.
- Support the development of public financial management systems.
- Contribute to accounting, auditing, and financial reporting reforms.
- Assist in strengthening professional accountancy institutions.
- Support governance and capacity-building initiatives.
- Provide technical input to policy and strategic financial management work.
Eligibility Requirements
Applicants should possess either:
- A professional accounting qualification such as:
- CPA
- CA
- Or an equivalent qualification
OR
- A Master’s degree in:
- Accounting
- Business
- Finance
- Economics
- Or a related discipline.
Applicants must also have:
- At least five years of post-qualification experience in:
- Auditing
- Financial management
- Public financial management
Required Skills and Experience
Strong candidates should demonstrate:
- Excellent written and spoken English.
- Experience assessing financial management systems.
- Expertise in:
- Budgeting
- Accounting
- Cash management
- Internal audit
- Financial reporting
- External auditing
- Strong analytical and financial reporting skills.
- Experience interpreting financial statements and audit reports.
- Ability to recommend corrective actions.
- Excellent organizational and project management skills.
- Strong teamwork and communication abilities.
Preferred Knowledge
The World Bank is seeking candidates with knowledge of:
- Bhutan’s public and private financial management systems.
- World Bank financial management procedures.
- International financial standards including:
- International Financial Reporting Standards (IFRS)
- International Standards on Auditing (ISA)
- International Public Sector Accounting Standards (IPSAS)
- International Standards of Supreme Audit Institutions (ISSAI)
- COSO Internal Control Framework
