About the Consultancy

The purpose of the assignment is to strengthen Cambodia’s national capacity for producing National Health Accounts (NHA) and monitoring financial protection under SDG indicator 3.8.2.

The consultant will also provide technical support for developing more integrated and digitalised health financing data systems.

Cambodia has set ambitious universal health coverage objectives under its UHC Roadmap 2024–2035 and Fourth Health Strategic Plan. These include reducing out-of-pocket health spending to below 35% of current health expenditure by 2035.

Reliable health financing data is therefore essential for government policy development, resource allocation and monitoring of progress towards universal health coverage.

The assignment will examine both household out-of-pocket expenditure and national health expenditure, drawing on the Cambodia Socio-Economic Survey (CSES), National Health Accounts and international health financing methodologies.

Key Responsibilities

The successful consultant will undertake several major activities during the assignment.

One key responsibility will be reviewing CSES data and out-of-pocket expenditure methodologies from 2009 through 2023 and incorporating the 2025 CSES when the relevant questionnaire, data dictionary and dataset become available.

The consultant will assess changes between the 2023 and 2025 surveys and develop a comprehensive mapping of variables and methodologies used for financial protection analysis and National Health Accounts.

The consultant will also prepare and produce 2025 SDG 3.8.2 financial protection estimates, including reproducible and clearly annotated Stata programming. The work will be undertaken under WHO guidance and in collaboration with government counterparts.

Another major responsibility will involve reviewing and updating Cambodia’s methodology for estimating household out-of-pocket expenditure within the National Health Accounts. This will include assessing the relationship between CSES household expenditure data and household final consumption expenditure (HFCE) within Cambodia’s national accounts.

The consultant will also review Cambodia’s 2017–2019 NHA data for the Global Health Expenditure Database (GHED) and prepare agreed revisions focusing on areas such as completeness of current health expenditure and exchange rates.

In addition, the consultant will provide technical input into the digitalisation of health financing data systems, including recommendations on data requirements, classifications, validation rules, metadata, aggregation and interoperability.

Qualifications and Experience

Applicants must have a university degree in health economics, economics, statistics, econometrics, public health, demography or a closely related field.

A master’s degree or higher, together with specialised training in household survey analysis, health financing, national accounts, health accounts or data management, is desirable.

Candidates must have at least seven years of relevant professional experience in areas such as health financing, household survey analysis, financial protection monitoring, health accounts or related quantitative work.

Experience using Stata to analyse household income and expenditure or living standards surveys is highly desirable. Candidates should ideally have experience constructing health expenditure and household consumption aggregates and applying complex survey designs and weights.

Knowledge and experience in SHA 2011, National Health Accounts, GHED reporting and household out-of-pocket expenditure estimation are also important.

Experience reconciling household survey estimates with national accounts aggregates, particularly HFCE, would be an advantage. Previous experience supporting government institutions in low- or middle-income countries is also desirable.

Salary and Travel

The consultancy pays USD 450 per day, with a maximum of 70 working days. Travel costs are excluded from the remuneration.

The consultant is expected to travel to Phnom Penh once or twice during the contract period and spend approximately four weeks in-country. For the remainder of the assignment, the consultant may work remotely but should remain available during the majority of core working hours in the Cambodia time zone when requested.
