The World Health Organization (WHO) Regional Office for Africa is inviting applications for the position of Coordinator, Planning, Budgeting, Monitoring & Evaluation (PBME) in Congo-Brazzaville. The position is a P6-level, full-time fixed-term appointment for two years and offers an opportunity for an experienced programme management professional to contribute to strategic planning, budgeting, monitoring and evaluation across the WHO African Region.

The application deadline is 23 November 2026 at 12:59 AM, according to the vacancy notice. The position is based in Congo-Brazzaville.

About the Position

The Coordinator will work within the Office of the Director of Programme Management (DPM) at the WHO Regional Office for Africa. The Planning, Budgeting, Monitoring & Evaluation Unit plays an important role in supporting WHO/AFRO’s results-based management and integrated programme management systems.

The unit serves as a regional focal point for strategic planning, budgeting, implementation, performance monitoring, evaluation, learning and reporting. It also works to ensure coherence across the results-based management cycle and supports the alignment of organisational priorities, country needs and regional and global health objectives.

The successful candidate will therefore play a senior leadership role in ensuring that programme resources, strategic priorities and measurable results are effectively connected across the African Region.

Key Responsibilities

The Coordinator will lead and coordinate WHO/AFRO’s technical contributions to global and regional strategic planning processes, including the development, implementation, reporting and evaluation of the General Programme of Work and Programme Budgets.

The role also involves managing a team, strengthening collaboration across functions and overseeing regional programme budget management. A major responsibility will be ensuring that resources are aligned as closely as possible with organisational priorities and expected results, including analysing funding gaps to support senior-level decision-making.

Other responsibilities include leading the development and revision of strategic and operational workplans, workforce planning, integrated forecasting, performance monitoring and strengthening monitoring and evaluation systems across regional and country programmes.

The Coordinator will also support organisational change, build staff capacity in results-based management and provide strategic advice in governance, policy development and engagement with partners, Member States and other stakeholders.

Who Can Apply?

The position requires a Master’s degree in public health, finance, business administration, economics or a related field. Advanced university studies in public health administration or health planning are considered desirable.

Applicants must have at least 15 years of progressively responsible experience in strategic and operational planning, programme budgeting, monitoring and evaluation, and performance assessment involving complex budgets and multi-sectoral or multi-country programmes.

Experience in public health or international development is preferred. Candidates must also demonstrate experience leading corporate planning and budget processes, advising senior management on resource allocation and programme performance, coordinating across different organisational functions, and managing teams.

International professional experience is required, including experience acquired outside the applicant’s country of nationality. Experience with WHO or another United Nations organisation is considered desirable rather than essential.

Language Requirements

Strong language skills are particularly important for this position. Candidates must have expert knowledge of either English or French and intermediate knowledge of the other language.

Intermediate knowledge of Portuguese is considered an additional advantage.

Applicants should also demonstrate strong leadership, communication, analytical and writing skills, together with thorough knowledge of results-based management, strategic planning, budgeting and programme assessment.

Salary and Benefits

The WHO Professional category remuneration package includes an annual base salary starting at USD 117,953, subject to applicable deductions. The vacancy also indicates a current post adjustment of USD 4,463 per month for the stated duty station.

Additional benefits include 30 days of annual leave, dependent family allowances, home leave and an education grant for dependent children. WHO also provides benefits such as parental leave and flexible working arrangements.

Additional Information

WHO notes that staff members who have been or will be separated as a result of the 2025 Prioritization and Realignment Process will receive special consideration.

The recruitment process may include a written test and/or asynchronous video assessment. Candidates who reach serious consideration may also be required to provide verified copies of their academic qualifications before an interview.

WHO encourages applications from women, persons with disabilities and nationals of unrepresented and underrepresented Member States. The organisation also emphasises geographical diversity, gender parity and high standards of integrity and professional ethics.
