Key Responsibilities
The HR Officer will:
- Manage and supervise staff within the unit.
- Provide expert advice on WHO HR policies and regulations.
- Advise managers and staff on policy implementation.
- Support development and revision of HR policies.
- Handle complex disciplinary and internal-justice cases.
- Review staff grievances and advise on appropriate resolutions.
- Provide guidance on misconduct, workplace conflicts and underperformance.
- Monitor trends and systemic issues arising from disciplinary and administrative cases.
- Work with staff representatives, the Ombudsperson and other relevant offices.
- Support administrative review and dispute-resolution processes.
Qualifications and Experience
Applicants need an advanced university degree at Master’s level or above in:
- Law
- Industrial or Labour Relations
- A related field
At least 7 years of progressively responsible professional experience in areas such as human resources management, staff relations, labour relations, employment law or administrative law is required.
Candidates also need at least 4 years of experience in an international organization, preferably within the UN Common System.
Experience handling complex staff relations cases, disciplinary matters, grievances, workplace conflicts and dispute resolution is also required.
Additional training in mediation, conflict resolution, workplace investigations, coaching, employment law or alternative dispute resolution is desirable.
Skills and Languages
The role requires strong knowledge of international administrative law and practice, HR management and performance management.
