Plan International Pilipinas is hiring a Program Portfolio Manager – Inclusive and Gender Transformative Health in Makati City, Philippines. Tasks
Program Portfolio Management
The Program Portfolio Manager will lead and contribute to the design of inclusive and gender-transformative health, SRHR, Nutrition and WASH projects.
The role includes providing direct management and technical guidance to Project Managers and Project Coordinators and supporting annual planning and budgeting processes.
This includes ensuring that programme and support-staff costs are accurately planned and budgeted.
Business Development & Local Resource Mobilization
The successful candidate will drive the strategic development of proposals focused on gender-transformative and inclusive health and SRHR programming.
The position will also strengthen local resource mobilisation by building relationships with relevant local stakeholders.
Another responsibility is leading grant start-up and project initiation workshops for newly approved grants.
Program Support, MERL & Organisational Learning
The PPM will participate in programme reviews, monitoring, evaluation and learning processes intended to strengthen programme quality and integration.
The role also involves supporting the screening, capacity assessment, training and mentoring of programme personnel working within relevant thematic areas.
During emergencies and humanitarian responses, the Program Portfolio Manager will lead portfolio-related programming.
Networking, Stakeholder Engagement & Influencing

The PPM will provide oversight of partner performance, compliance, safeguarding, accountability and donor requirements.

Qualifications
Education and Certification
Plan International Pilipinas preferably seeks candidates with a Master’s degree and at least 5–7 years of experience in the development sector, or an equivalent combination of education and experience.
Candidates should also demonstrate subject-matter expertise in one or more of the key thematic areas covered by the position, including:

Sexual and Reproductive Health and Rights (SRHR)
Nutrition
Water, Sanitation and Hygiene (WASH)
Experience
