IOM Head of Resources Management Unit Job 2026 | Hanoi

IOM is seeking a Head of Resources Management Unit in Hanoi, Viet Nam, covering finance, HR, administration and supply chain management.

The International Organization for Migration (IOM) is seeking expressions of interest for a Head of Resources Management Unit (P) in Hanoi, Viet Nam. The role is responsible for financial, human resources, administrative and related resource management functions within the IOM Viet Nam Mission.

Important: Eligibility for this Expression of Interest is limited to candidates who are currently part of the Pathways Pool, and selection will be conducted through the Pathways Pool process.

About the Role

Working under the direct supervision of the Chief of Mission and in coordination with regional and headquarters offices, the role oversees budgetary, financial, HR and administrative functions for the IOM Viet Nam Mission and its sub-offices.

Key Responsibilities

The successful candidate will:

Oversee financial management, expenditure and accountability.
Monitor cash flow, treasury activities and funding.
Prepare programme, budget and financial reports.
Analyse budget variances and support budget control.
Assist with budgets for new projects and programmes.
Strengthen internal controls and help safeguard organizational assets.
Manage HR functions and personnel administration.
Oversee supply chain, procurement, fleet and premises services.
Coordinate agreements and purchase orders with relevant IOM units.
Supervise ICT staff and administrative personnel.
Train local staff on financial and administrative procedures.
Participate in UN coordination meetings when required.
Serve as Officer-in-Charge of the Country Office when delegated.

Qualifications and Experience

Applicants should have either:

A master’s degree in Finance, Accounting, Business Administration, Management or a related field plus 5 years of relevant professional experience; or
A university degree in a relevant field plus 7 years of relevant professional experience.

Professional certification such as CA, CPA, CIMA or ACCA is an advantage.

Relevant experience includes:

Financial and HR management at international level.
Field experience and coordination with international institutions.
Development and implementation of administrative controls.
Coordination of external audits.
Experience using corporate IT systems and software.

Skills and Languages

Candidates should have knowledge of:

IOM/UN finance, supply chain and HR procedures.
Advanced Microsoft Office, particularly Excel.
International Public Sector Accounting Standards (IPSAS).
Oracle is highly desirable.

Fluency in English is required. Vietnamese and other official UN languages are an advantage.
