The International Organization for Migration (IOM) is seeking a Social Behaviour Change Communication Strategy and Materials Development Consultant in Cotabato City, Philippines. The consultancy supports the development of a Regional Social and Behaviour Change Communication (SBCC) Strategy and communication materials for Safe Motherhood and Adolescent Reproductive Health in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

About the Consultancy

The consultant will support IOM’s BRIGHT-BARMM project, funded by the Korea International Cooperation Agency (KOICA). The work focuses on behavioural evidence, stakeholder consultation, culturally appropriate communication and the development and testing of SBCC materials.

The consultancy has a total contract value of PHP 540,000, paid in three instalments based on satisfactory completion and acceptance of deliverables.

Key Responsibilities

The consultant will:

Review and validate the existing SBCC Analysis Report and SBCC materials mapping.
Develop and finalize the Regional SBCC Strategy.
Facilitate a two-day Regional Consultation Workshop.
Develop and refine five SBCC/IEC communication materials.
Conduct four provincial pilot-testing sessions.
Analyse pilot-testing findings and revise communication materials.
Conduct a one-day orientation for relevant health officials and IOM staff.
Prepare the final consultancy report and handover package.

Qualifications and Experience

Applicants should have:

A master’s or higher degree in Public Health, Social and Behaviour Change, Development Communication, Health Promotion, Sociology, Anthropology or a related field.
At least 7 years of relevant professional experience.
Strong experience in social and behaviour change, health promotion and maternal, reproductive or adolescent health.
Experience applying behavioural frameworks such as the socio-ecological model, COM-B, Behaviour Centred Design and human-centred design.
Experience with audience segmentation, barrier analysis and qualitative research methods.
Experience facilitating multi-stakeholder consultations.
Experience developing IEC materials, including materials for non-readers.
Experience pilot-testing communication materials.
Strong analytical, communication, facilitation and creative direction skills.

Experience integrating Islamic values into health messaging and working with Muslim Religious Leaders is an asset.

Experience in complex health systems, the Philippines or similar contexts, and with international, UN, development or BARMM government organizations is highly desirable.

Language Requirements

Fluency in English and Filipino is required. Knowledge of local languages such as Maguindanaon and Maranao is an advantage.

Where a consultant engages a team, the team must include native speakers of languages used in the target provinces and female facilitators for sessions involving mothers and adolescent girls.
