INTERSOS is seeking a Regional Programme Coordinator – Regional Office for Emergency (ROE) for a home-based international humanitarian role with frequent field missions. The position supports programme quality, strategic planning, donor compliance and coordination across Afghanistan, Ukraine and Sudan.

INTERSOS is an independent humanitarian organisation supporting people affected by conflict, disasters, extreme poverty and displacement.

The Regional Programme Coordinator will report to the Regional Director ROE and provide strategic and technical support to programme teams. The role also supervises the Regional Programme and Grants Manager and functionally supports Programme Coordinators and Heads of Programme.

The position is home-based within the GMT/CET/EET time zones, with frequent field missions.

Key Responsibilities

The successful candidate will:

Support country strategic planning and programme implementation.
Develop regional action plans aligned with organisational objectives.
Contribute to project proposals and fundraising strategies.
Monitor programme progress and project performance.
Ensure compliance with INTERSOS and donor requirements.
Support donor reporting and audit processes.
Contribute to MEAL planning and performance monitoring.
Establish programme KPIs and monitor country-office performance.
Support relationships with donors and partners.
Represent INTERSOS at relevant regional meetings.
Support recruitment, development and performance management of programme staff.
Organise regional meetings and capacity-building activities.
Provide programme continuity during staffing gaps when required.

Qualifications and Experience

Applicants should have:

An advanced university degree in social sciences, international relations, NGO management or a related field, or equivalent work experience.
At least 5 years of field experience managing humanitarian programmes in complex settings.
Strong budget management and project design skills.
Experience with donor compliance and reporting.
Technical experience in protection and education in emergencies.
Strong representation, negotiation and leadership skills.
Experience with monitoring tools and systems.
Previous people-management experience.
Strong analytical and problem-solving abilities.
ICT literacy.
Ability to work effectively in multicultural and high-pressure environments.
Fluency in English and French. Italian is an advantage.

Salary and Contract

The position is offered under a Co.co.co. contract with an annual gross salary of EUR 39,000–45,000.

The advertised contract duration is 12 months, renewable, with a starting date of November 16, 2026.

The duty station is classified as non-family, and frequent field missions are expected.
