The World Health Organization (WHO) is seeking an international Primary Care Consultant, Doctor to support the Palestinian Ministry of Health in reviewing and developing postgraduate training programmes in family medicine and family practice.

The consultancy is primarily remote, with a planned trip to the West Bank for up to four weeks, subject to security conditions.

The consultant will provide technical leadership for the review and development of postgraduate primary care training for doctors.

The work includes strengthening family medicine training, accreditation pathways and continuing professional development (CPD) recommendations.

The consultancy supports efforts to address primary care workforce competencies, noncommunicable diseases, mental health and integrated, people-centred care.

Key Responsibilities

The consultant will:

Map and review existing postgraduate family medicine and general practice programmes.
Analyse existing undergraduate and postgraduate curricula.
Develop a national competency-based postgraduate family medicine curriculum.
Assess infrastructure and equipment requirements for training.
Develop an accreditation pathway for family medicine/family practice.
Support primary care workforce planning.
Develop recommendations for continuing professional development.
Prepare technical reports, policy briefs and operational guidance.
Work with the Ministry of Health and relevant educational and professional stakeholders.

Qualifications and Experience

Applicants should have:

A first-level university degree in Medicine.
An advanced university degree in Medicine or Public Health.
Postgraduate specialization in family medicine, family health or general practice.
At least 10 years of clinical experience in family medicine, family practice or general practice.
Documented experience developing postgraduate training curricula or programme design for family medicine/family health.
Practical experience delivering postgraduate training curricula.

Experience in the Palestinian health system or a similar context is desirable. Postgraduate training in medical education is also an advantage.

Candidates should have strong knowledge of:

WHO primary healthcare standards.
Universal Health Coverage (UHC).
Essential Health Service Packages.
Family medicine and family health competencies.
Postgraduate curriculum design.
Stakeholder facilitation and technical document development.

Excellent analytical, writing, communication and organizational skills are required.
