The consultancy has therefore been created to strengthen the evidence base around the adaptation finance gap for children.

The selected consultant will contribute to research estimating the costs of adapting child-critical social services to climate change while examining the economic and broader socio-economic returns generated by these investments.

What Will the Consultant Do?

The successful consultant will undertake economic and policy-focused research that can help UNICEF, governments and development partners better understand the financing required to make essential services more resilient to climate change.

Major responsibilities include conducting baseline research and mapping available evidence on adaptation needs and costs for child-critical social services.

The consultant will also develop a replicable costing framework for child-responsive adaptation, incorporating both the financial costs of adaptation and the potential returns from those investments.

The methodology will then be tested in one or more selected countries, depending on data availability, methodological requirements and policy relevance.

Another important component involves producing country-level estimates and examining whether the methodology could support broader regional or global estimates. The ultimate objective is to produce a scalable framework that UNICEF, governments and partners can apply more widely.

Education Requirements

Candidates must have a Master’s degree in a relevant discipline.

Professional Experience

UNICEF is particularly interested in candidates with demonstrated experience developing economic simulation models, cost-benefit analyses or macroeconomic analytical frameworks.

Experience in climate-change adaptation economics, especially costing adaptation requirements or evaluating the costs and returns of resilience investments, is highly desirable.

Skills UNICEF Is Looking For

Candidates should demonstrate strong expertise in economic modelling, statistical analysis and sensitivity analysis.

Experience working with international datasets and conducting cross-country comparative analysis is also required, alongside experience producing policy-oriented analytical reports or knowledge products.

Applicants should additionally have a strong understanding of climate finance architecture and adaptation finance.

Technical proficiency is important. Candidates should be comfortable using Excel as well as at least one statistical or programming package such as R, Stata or Python.

Language Requirements

English is required for the consultancy.

Knowledge of another United Nations language would be considered an advantage. Experience applying economic analysis to child-focused or other social sectors would also be an asset.
