What Will the Technical Specialist Do?

The successful candidate will work on investment and financing solutions designed to support critical-mineral development and green industrialisation.

The work includes analysing investment requirements, identifying financing gaps and assessing barriers affecting investment in critical-mineral and manufacturing value chains.

Key responsibilities include:

  • Analysing critical-mineral and green-industrialisation investment trends.
  • Identifying financing gaps and investment barriers.
  • Assessing the cost of capital, currency risks and infrastructure constraints.
  • Mapping potential investors and financing institutions.
  • Engaging development finance institutions, sovereign wealth funds and private-sector investors.
  • Reviewing existing blended-finance and industrial-financing mechanisms.
  • Benchmarking international financing models.
  • Supporting the design of financing facilities.
  • Assessing potential capitalization options.
  • Developing investment and implementation roadmaps.
  • Supporting partnerships between governments, investors and development-finance institutions.

Critical Minerals, Africa and Southeast Asia

One of the strongest features of this opportunity is its focus on emerging-market critical-mineral value chains.

The work supports efforts to help countries move beyond the extraction of raw minerals toward greater participation in processing, manufacturing and higher-value activities.

The position will contribute to work involving Africa and Southeast Asia, making it particularly relevant for professionals familiar with emerging-market investment environments.

The assignment also involves engagement with government institutions, development-finance organisations, investors and other stakeholders involved in critical-minerals development.

Who Can Apply?

The opportunity is aimed at experienced professionals with an advanced academic and professional background.

Applicants may have qualifications in fields such as:

  • Economics
  • Finance
  • Development
  • International Relations
  • Law
  • Engineering
  • Energy policy
  • A related discipline

Candidates should have substantial professional experience in areas such as investment banking, project finance, development finance, mining value chains, energy policy or economic policy.

Experience with critical-mineral value chains and green industrialisation is particularly relevant.

Experience working with multilateral development banks, development finance institutions or sovereign wealth funds is also valuable for this position.

International Experience Is Valuable

The role is particularly suited to professionals who can work across different institutional and geographic environments.

Experience involving Africa or Southeast Asia, institutional investment, minerals development, infrastructure finance or emerging-market investment can strengthen an application.

English is required, while additional language capabilities can be advantageous for working across international stakeholder groups.

Remote Work Arrangement

Unlike many international development positions that require relocation, this UNOPS opportunity is home-based.

The retainer arrangement also means that this is not structured as a conventional full-time employment position. The assignment provides for up to 120 working days over 12 months, with an expected workload of up to approximately 10 days per month.

Candidates should therefore carefully review the official contractual terms before applying.

Why This UNOPS Opportunity Stands Out

This position sits at the intersection of several major areas of international development:

Critical minerals + investment + development finance + energy transition + green industrialisation.

It could be particularly attractive to professionals who want to work on the financing mechanisms needed to turn critical-mineral resources into broader economic and industrial-development opportunities.

The combination of a home-based arrangement, international scope and Africa/Southeast Asia focus also makes this more distinctive than a standard technical consultancy.

Interested candidates should apply directly through the official UNOPS recruitment system.
