The United Nations Industrial Development Organization (UNIDO) is recruiting a Chief Technical Advisor (CTA) for a home-based international consultancy assignment supporting a digital government project in Tajikistan.
The position is classified at ISA-P5 level and is open to internal and external candidates. The consultancy is expected to involve 50 working days over a 12-month period, with the assignment running from August 2026 to August 2027. The application deadline is 30 August 2026 at 11:59 PM Vienna time.

UNIDO is the specialized United Nations agency responsible for promoting inclusive and sustainable industrial development. Its work covers industrial development, innovation, digitalization, clean energy, sustainable production and economic development.
The vacancy falls under UNIDO’s Directorate of Technical Cooperation and Sustainable Industrial Development, specifically the Division of Digital Transformation and Artificial Intelligence (TCS/DAI). The division supports digital transformation and artificial intelligence within industrial and innovation ecosystems, including smart manufacturing, smart energy and smart agribusiness.
The CTA will support Project ID 230121, titled “Establishing a single window system for the facilitation of economic activity in free economic zones in Tajikistan.”
The project aims to establish a Single Window Platform connecting Tajikistan’s government ministries and other public institutions. The platform is intended to simplify processes for businesses operating in free economic zones, improve transparency and efficiency, reduce administrative procedures and support investment, trade competitiveness and economic activity.
Key Responsibilities
The CTA serves as the project’s senior technical authority and will provide independent technical assurance, strategic guidance and quality oversight throughout the delivery of the Single Window Platform. Responsibilities specifically cover platform architecture, integration, cybersecurity and delivery quality.
Platform Concept and Requirements
The consultant will:
- Prepare the inception note and workplan.
- Develop the platform concept with relevant government agencies.
- Review existing technical and requirements documents.
- Identify gaps, inconsistencies and feasibility risks.
- Finalize the Platform Terms of Reference.
- Develop a numbered, testable requirements annex and compliance matrix.
- Finalize the minimum viable platform structure and priced-option schedule.
Budget and Procurement Framework
The CTA will validate the proposed budget against project scope using function point analysis or an equivalent methodology.
The consultant will also help develop:
- Acceptance criteria.
- Staged payment arrangements.
- Warranty and defect service-level requirements.
- Intellectual property and source-code handover provisions.
- Performance-security provisions.
- Technical and financial evaluation frameworks.
- Qualification requirements and scoring criteria.
Tender and Technical Evaluation
The Chief Technical Advisor will support the procurement process by responding to bidder clarifications and providing an independent, non-scoring technical assessment of bids.
The review will consider factors such as:
- Architecture feasibility.
- Technology-stack suitability.
- Team composition.
- Technical capability.
- Cost realism.
The final scoring and award decision remain with the designated UNIDO evaluation panel.
Architecture and Cybersecurity
After contractor selection, the CTA will conduct design and architecture reviews and provide accept/reject recommendations.
The responsibilities include validating integration approaches involving systems such as ASYCUDA World, tax systems and legacy agency systems, as well as assessing readiness for future national data-exchange infrastructure.
The consultant will also validate:
- Cybersecurity architecture.
- Role-based access control.
- Audit trails.
- Secure communication layers.
- Public key infrastructure and digital signatures.
- Data sovereignty.
- Data protection compliance.
Business Process Analysis
The CTA will provide technical direction and quality control for business-process analysis covering the free economic zones and participating government agencies.
This includes validating process maps, the Business Requirements Specification, business rules, service-level targets, integration catalogues and data catalogues.
Governance, Testing and Risk Management
The CTA will chair monthly technical working sessions involving UNIDO, government counterparts and the contractor.
The role also includes:
- Presenting technical options to the Project Steering Committee.
- Conducting technical spot audits.
- Overseeing System Integration Testing.
- Supporting User Acceptance Testing.
- Confirming go-live readiness.
- Validating hardware, network and hosting designs.
- Supporting technical knowledge transfer.
- Advising on post-project sustainability.
- Maintaining a technical risk register.
- Advising on change orders and technical disputes.
- Preparing technical inputs for progress reports.
Qualifications
Education and Certification
Candidates must have an advanced university degree, such as a Master’s degree or equivalent, in Computer Science, Software Engineering, Information Systems or a closely related technical field.
Alternatively, a first-level university degree or advanced technical college diploma may be accepted when combined with an additional 10 years of directly relevant professional hands-on experience.
Professional Experience
Applicants are required to have at least 10 years of progressive international professional experience in ICT for development, digital government or trade facilitation systems, including at least five years at senior level.
The vacancy specifically requires:
- Experience delivering at least one national-level Single Window or customs modernization project through operational go-live.
- Experience working on such a project in a developing or transition economy.
- Experience serving as a Technical Lead, Solution Architect or Chief Technical Advisor on complex government ICT programmes.
- Demonstrated ability to validate architecture, integration specifications, security design and third-party technical deliverables.
- Knowledge of UN/CEFACT Recommendations 33, 34 and 35.
- Knowledge of the WCO Data Model and international trade data-exchange standards.
Experience with the ASYCUDA ecosystem and post-Soviet government ICT environments is considered a strong asset. Previous experience in Central Asia, the Caucasus or Eastern Europe is desirable.
Languages
Fluency in written and spoken English is required.
Russian proficiency is described as a strong asset, while knowledge of Tajik or another UN language is desirable.
