The United Nations Development Programme (UNDP) is seeking a qualified Human Rights Training Specialist with expertise in Environmental Rights and International Human Rights Mechanisms to support its Rule of Law and Human Rights Programme in Libya.

This international consultancy will focus on building institutional knowledge and capacity for the integration of environmental protection within the broader human rights framework, ensuring Libya’s active engagement with international accountability mechanisms.

This consultancy contributes directly to that goal by developing and delivering specialized training materials and workshops on environmental rights and international accountability systems.


Scope of Work

The selected consultant will design and deliver high-impact training for key stakeholders in Libya, equipping them with the knowledge and tools to apply human rights principles to environmental protection and climate action.

Key Duties Include:

  1. Assessment and Design
    • Conduct a training needs assessment in consultation with government counterparts and civil society.
    • Identify knowledge gaps in environmental rights and international reporting obligations.
  2. Curriculum Development
    • Create comprehensive, practice-oriented training modules on Environmental Rights and UN Human Rights Mechanisms (e.g., UPR, Treaty Bodies).
    • Incorporate global and regional best practices relevant to Libya’s context.
  3. Training and Capacity Building
    • Deliver in-person and/or online workshops in Tripoli for representatives of government institutions and national human rights bodies.
    • Support the preparation of materials to strengthen engagement with international human rights review processes.
  4. Technical Support
    • Advise on integrating human rights principles into national environmental policies and frameworks.
    • Provide recommendations for long-term institutional capacity building.
  5. Reporting and Knowledge Sharing
    • Develop a final report summarizing training outcomes, best practices, and policy recommendations.

Required Qualifications

Education

  • Advanced university degree (Master’s or higher) in Human Rights, Environmental Law, International Law, or Political Science.

Experience

  • Minimum 7 years of professional experience in human rights capacity-building, policy development, or international law.
  • Demonstrated experience in environmental governance, climate justice, or related fields.
  • Proven track record working with UN agencies or international organizations.
  • Prior experience in North Africa or the MENA region is an advantage.

Skills

  • Strong understanding of UN human rights mechanisms (UPR, Treaty Bodies, and Special Procedures).
  • Excellent training design and facilitation skills.
  • Strong writing, analytical, and presentation skills in English.
  • Working knowledge of Arabic is a plus.

Selection and Evaluation
