About the D-VIBE Project

The Digital Value Chain Infrastructure for Boosting Employment (D-VIBE) Project, also referred to as Project BRIDGE, is being financed by the African Development Bank at the request of the Federal Government of Nigeria.

The project aims to expand Nigeria’s fibre-optic backbone from approximately 35,000 km to at least 125,000 km. This would make Nigeria’s terrestrial fibre network one of the longest in Africa and extend connectivity to underserved and unserved areas. African Development Bank

However, infrastructure development alone is not enough. The project also requires an effective policy, legal, regulatory and institutional framework to support investment, infrastructure deployment and the growth of Nigeria’s digital economy.

Role of the Technical Assistant

The successful consultant will provide technical assistance to advance reforms that support the implementation of D-VIBE.

The role will focus on helping to:

  • Remove policy and regulatory barriers to digital infrastructure investment
  • Strengthen enabling policies and regulatory frameworks
  • Support the adoption and scaling of digital platforms
  • Promote development of Nigeria’s digital economy
  • Support policy, legal and institutional reforms
  • Facilitate regional digital integration
  • Contribute to implementation of the Digital Public Services, Innovation and Enabling Policy Component
  • Ensure activities provide direct benefits to AfDB-related financing

The regional dimension is also important, with the project seeking to support integration with neighbouring countries including Benin, Niger, Chad and Cameroon. African Development Bank
