About the Senior Program Officer, Drug-Devices CMC Role

The Senior Program Officer, Drug-Devices CMC will shape and manage a portfolio of India-focused investments designed to improve the quality, manufacturability, regulatory readiness, and affordability of priority health products.

The portfolio includes hormonal intrauterine devices (IUDs), heavy menstrual bleeding therapeutics, implants, novel contraceptives, and maternal and neonatal therapeutics.

The successful candidate will guide Chemistry, Manufacturing, and Controls (CMC) strategy, manufacturing scale-up, technology transfer, and cost-of-goods modelling. The role will also support drug-device combination products and help ensure that products can be sustainably manufactured and adopted in public health programmes.

Key Responsibilities

The successful candidate will:

  • Design, structure, and manage grants and contracts supporting product development.
  • Identify and select industry, academic, CRO, CMO, CDMO, and public-sector partners.
  • Establish milestone-based performance metrics and support go/no-go decisions.
  • Evaluate manufacturing readiness, regulatory risks, feasibility, and cost targets.
  • Provide technical and strategic support to grantees and contractors.
  • Guide CMC strategy for drug substance and drug product development where relevant.
  • Support cost-of-goods modelling and sustainable cost-reduction initiatives.
  • Collaborate with teams in Seattle and the India Country Office.

Senior Program Officer, Drug-Devices CMC Requirements

Applicants must have a Master’s or PhD in Science, Engineering, or a related field and at least 10 years of experience in a pharmaceutical, biotechnology, or medical device company, including CMO or CDMO environments.

Relevant experience should include formulation or API process development, analytical chemistry, GMP manufacturing, process validation, regulatory submissions, and quality systems.

Experience in women’s health or maternal, neonatal, and child health is preferred. Candidates should also understand India’s health product policy ecosystem, including agencies such as ICMR and CDSCO, and be comfortable navigating global quality expectations.

Strong analytical, communication, programme management, and stakeholder engagement skills are essential. The foundation is seeking someone who can influence decisions, manage complex partnerships, and translate technical evidence into actionable recommendations.
