This is a full-time, regular national position supporting Mercy Corps’ Multi-Country Office (MCO), which covers Syria, Jordan and Yemen.

The Senior Business Development and Grants Manager will provide strategic leadership across business development, pre-positioning, resource mobilization and grants management for the MCO portfolio.
The successful candidate will work closely with Country Managers, programme teams, finance and operations teams, regional business development and award management teams, technical advisors, evidence and learning teams, and headquarters counterparts.
The role reports directly to the MCO Portfolio Director.
Key Responsibilities
The successful candidate will be responsible for several important areas, including:
Strategic Leadership and Management
The manager will provide strategic direction for programme development, business development and grants management across Syria, Jordan and Yemen.
Key responsibilities include:
- Leading business development and grants functions across the MCO.
- Managing and mentoring the Reporting Officer.
- Strengthening consistency and quality across country-level programme development and grants practices.
- Supporting teams to work in line with Mercy Corps’ programme management standards.
Donor Engagement and Business Development
The role will lead strategic pre-positioning and resource mobilisation activities across the multi-country office.
Responsibilities include:
- Mapping and analysing donor priorities and funding trends.
- Tracking competitive intelligence across sectors and countries.
- Building relationships with institutional donors, private donors, foundations and emerging financing partners.
- Supporting donor meetings and external stakeholder engagement.
- Developing unsolicited concepts and donor engagement materials.
- Expanding knowledge of development finance and non-traditional funding mechanisms.
Proposal Development and Resource Mobilization
The Senior Business Development and Grants Manager will provide leadership throughout the proposal development process.
This includes overseeing go/no-go decisions, leading concept note and proposal development, and coordinating multi-country submissions.
The successful candidate will ensure proposals are:
- Competitive and evidence-based.
- Operationally feasible.
- Risk-informed.
- Financially sound.
- Compliant with donor requirements.
The role will also support proposal revisions, negotiations and programme modifications following donor feedback.
Grants Management and Compliance
Another major component of the position is ensuring effective grants management across the Syria, Jordan and Yemen portfolio.
The successful candidate will provide strategic oversight of grants systems and processes while ensuring compliance with donor regulations and Mercy Corps policies.
Responsibilities include:
- Overseeing donor reporting.
- Maintaining reporting trackers and review processes.
- Supporting responses to donor information requests and audits.
- Supporting grant amendments.
- Ensuring effective grant kick-off, review and close-out processes.
- Working with country teams, regional teams and headquarters on grants management.
Evidence, Learning and Knowledge Management
Mercy Corps also expects the successful candidate to integrate evidence, learning and adaptive management into business development and grants processes.
The manager will work with programme and Evidence & Learning teams to use research findings, evaluations and learning products to strengthen proposals and donor engagement.
The role will also promote consistent use of tools, templates and systems across the three countries.
Mercy Corps Senior Business Development and Grants Manager Requirements
Applicants should have a Bachelor’s degree in a relevant field. A Master’s degree in International Development, Humanitarian Assistance or a related field is preferred.
Candidates should also have:
- At least 5–6 years of progressive experience in business development, grants management, proposal development and donor compliance.
- Leadership and people-management experience.
- Experience working in multi-country or matrixed environments.
- Strong familiarity with institutional donors such as ECHO, FCDO, EU, SDC and GIZ.
- Knowledge or experience with development finance and Development Finance Institutions is an advantage.
- Excellent written and verbal English communication skills.
- Strong organisational and coordination abilities.
- The ability to manage complex processes and deadlines.
- Strong contextual knowledge of the Middle East region is preferred.
Where Is the Position Based?
The position is based in Amman, Jordan.
The role may require travel to Syria and Yemen, subject to security conditions.
The position is classified as full-time, regular and national, with salary based on the Jordan national salary scale.
