The Resource Development and Strategic Partnerships Director will join World Vision International Lao PDR at a senior level and contribute directly to organisational sustainability, funding growth and strategic positioning.
About the Role
The Director is described as the growth engine for World Vision International Lao PDR, providing strategic leadership while also remaining directly involved in resource mobilisation and funding acquisition.
The successful candidate will develop and implement the organisation’s Resource Development Strategy and ensure that fundraising and communications contribute directly to organisational strategy, programme priorities, national context and partnership objectives.
A major responsibility will be owning the organisation’s funding pipeline and annual acquisition plan. This includes donor mapping, market analysis, opportunity forecasting, capture planning and monitoring progress against agreed funding targets.
The Director will also establish strong grants acquisition systems and processes that can continue to deliver results beyond individual employees.
Resource Mobilisation and Funding Acquisition
The position will lead and contribute to the preparation of concept notes, expressions of interest and funding proposals.
Responsibilities include proposal writing, coordination, budgeting, quality assurance, compliance and submission. The Director will also lead bid teams and make Go/No-Go recommendations on funding opportunities.
An important part of the role will be developing fundable programme concepts that address the priorities and rights of vulnerable children in Lao PDR.
These proposals should incorporate areas including safeguarding, gender equality, disability and social inclusion, climate adaptation and environmental sustainability.
The Director will also coordinate donor feedback, proposal revisions, negotiations, award communications, start-up planning and handover to programme implementation teams.
During humanitarian emergencies, the role may involve rapid funding analysis, donor coordination, proposal development and award mobilisation.
Strategic Partnerships
Building strong external relationships is another central responsibility.
The successful candidate will develop and maintain strategic relationships with institutional donors, UN agencies, government counterparts, civil society organisations, private-sector partners, Support Offices, the Regional Office and other development actors.
The Director will position World Vision Lao PDR for priority funding opportunities by connecting organisational evidence, technical strengths, local presence and partnership capabilities with donor priorities.
The role will also involve representing World Vision in donor meetings, technical working groups, partnership forums and resource development networks.
Grants Systems and Organisational Performance
The Director will establish and embed effective systems covering the full grants lifecycle.
This includes opportunity identification, Go/No-Go decisions, proposal development, award start-up, implementation support, closeout and organisational learning.
The successful candidate will clarify roles, workflows, decision rights, quality standards, tools, templates and accountabilities across participating teams.
The role will also provide the National Director and Senior Leadership Team with analysis of pipeline health, funding performance, market trends, risks and strategic choices.
Ensuring donor compliance, safeguarding, integrity, risk management and financial standards throughout the acquisition and grants process will also be important.
Team Leadership
The position includes responsibility for leading and developing the Resource Development and Grants Management team.
The Director will establish clear priorities and performance expectations while developing staff through coaching, cross-training, delegation, knowledge sharing and exposure to donor engagement and proposal leadership.
The successful candidate will also identify capability and succession risks and develop practical succession plans for key responsibilities.
World Vision is seeking a leader who can build a positive, healthy, inclusive and accountable team culture based on trust, collaboration, learning and shared ownership of results.
Qualifications and Experience
Applicants should have significant senior-level experience in resource development, institutional fundraising, strategic partnerships or business development within international development or humanitarian settings.
Candidates should demonstrate success securing and diversifying funding from bilateral, multilateral, UN, foundation, private-sector or other institutional partners.
Experience managing the full grants lifecycle and establishing effective acquisition and grants management systems is important.
Applicants should also have strong proposal development, negotiation, influencing and relationship-management skills.
A master’s degree in international development, business, public policy, communications, a relevant technical discipline or a related field is required, or equivalent senior-level professional experience may be considered.
Experience working in Lao PDR, Southeast Asia or a comparable development and humanitarian context is desirable. Established donor and development-partner networks are also advantageous.
Excellent written and spoken English is required, while knowledge of Lao or another relevant regional language is desirable.
