About Oxfam Myanmar

Oxfam has worked in Myanmar since the 1990s, partnering with local organisations to support humanitarian assistance, resilience, gender justice, sustainable livelihoods and locally led development.

Myanmar faces significant humanitarian and development challenges, including displacement, economic pressures, climate-related risks and natural disasters. The March 2025 earthquake further increased humanitarian and recovery needs in affected areas.

Key Responsibilities

The Country Director will provide overall leadership and strategic direction for Oxfam’s work in Myanmar, ensuring effective delivery of humanitarian, development, advocacy and influencing programmes.

Key responsibilities include:

  • Leading the implementation of Oxfam’s global and Asia regional strategies.
  • Ensuring programme quality, accountability and measurable impact.
  • Managing country operations, budgets and organisational performance.
  • Leading and developing multidisciplinary teams.
  • Building partnerships with civil society organisations, donors, government institutions and international agencies.
  • Strengthening advocacy, negotiation and public representation.
  • Managing security, operational, legal and reputational risks.
  • Supporting humanitarian preparedness and emergency response.
  • Promoting gender justice, women’s rights and inclusive development.

The Country Director will work closely with Oxfam’s Asia Regional Platform and Regional Director to align country-level priorities with wider organisational objectives.

Qualifications and Experience

Oxfam is seeking an experienced professional with a strong commitment to humanitarian principles, social justice and the organisation’s values.

Applicants should demonstrate:

  • At least five years of senior leadership experience at country programme director level.
  • Ten years of experience leading and motivating multidisciplinary teams in national and international settings.
  • Experience managing complex humanitarian, development and advocacy programmes, preferably in Asian countries.
  • Strong strategic planning, programme management and organisational change skills.
  • Expertise in conflict-sensitive programming, gender justice and rights-based approaches.
  • Experience building partnerships with donors, civil society, governments and UN agencies.
  • Strong advocacy, negotiation, communication and stakeholder engagement skills.
  • Financial management experience, including budgeting, fundraising and donor relations.
  • The ability to manage operational and security risks in challenging environments.
  • Experience leading humanitarian preparedness and emergency response initiatives.
  • A commitment to feminist leadership, inclusion and the empowerment of marginalised communities.

Candidates should also demonstrate integrity, resilience, cultural sensitivity, sound political judgement and strong emotional intelligence.
